Response to the CQC Inspection of Surrey and Borders Partnership NHS Trust

Surrey County CouncilThe purpose of this blog entry is to illustrate the work of the Surrey Health Scrutiny on whose business I spend a lot of time.

Surrey Health Scrutiny Committee

The Surrey Health Scrutiny Committee (HSC) carries out health scrutiny functions on behalf of Surrey County Council.   The Agenda papers and Minutes for the formal Meetings of the HSC can be found here.  Each Agenda includes the Terms of Reference (TORs) for the HSC.  The TORs provide broadly for the HSC to review and scrutinise health services commissioned or delivered in Surrey.

Surrey and Borders Partnership NHS Foundation Trust

Surrey and Borders Partnership NHS Foundation Trust (SABP) provides services to a 1.3 million population over Surrey and parts of Hampshire.  Services cover Mental Health, Alcohol and Drugs, and Learning Disabilities.   The SABP website provides full information of the work of the NHS Trust.

The Care Quality Commission (CQC) is the independent regulator of Health and Social Services in England.  The CQC monitors, inspects and regulates hospitals; care homes; dentists; a range of community services; GPs; home care agencies; and mental health services including those for detained patients.

CQC Inspection and Quality Summit

The recent CQC inspection of SABP involved a team of 50 experts for 4 days and covered most of the 51 services provide by SABP.
nhsengland_logoThe Quality Summit event took place on the 20 October 2014 and brought together delegates from those organisations with the potential to help SABP along its quality improvement journey.  The organisations represented at the Quality Summit included: Monitor, The NHS England Area Team for Surrey and Sussex, the Care Quality Commission, the NE Hampshire and Farnham Clinical Commissioning Group, and Health Scrutiny.

As Chairman of the Surrey Health Scrutiny Committee I represented HSC and was accompanied by 2 colleagues.  The objective of the Summit was to examine SABP’s outline improvement plans and to consider how best to provide help   I have offered that in early 2015 the Health Scrutiny Committee will review in public the progress that SABP has made in improving Quality and examine what still remains to be done.
